Line a 9-x-13–inch baking pan with parchment paper. Leave excess on at least two sides so you can easily remove the treats after they set.
Add the butter to a large pot and set it over medium heat. Once it melts, the butter will begin to foam. Keep a close eye on it and cook for about 5 minutes more, or until you see brown specks on the bottom of the pot and the mixture smells nutty.
Reduce the heat to low and add the marshmallows. Cook, stirring constantly, until the marshmallows melt.
Remove the pot from the heat and stir in the cereal, working quickly to make sure everything is well-combined.
Scrape the mixture into the prepared pan. Using a nonstick spatula, press the mixture into an even layer. Let it sit for at least 30 minutes.
Once set, remove the treats from the pan using the parchment paper as a sling. Cut into 16 equal bars with a sharp knife.
Melt the chocolate melts per the package instructions. Place a stick in the middle of each treat, then dip it in the melted chocolate. Shake off any excess chocolate. Press the candy eyes into the treats and let them sit for 10 minutes.
